Organizational 2010

The Organizational meeting of the Groveland Town Board was held on Monday January 4, 2010 at the Town Hall.

Present: James C. Merrick, Supervisor; Burt Lyon, Bill Carman, Craig Phelps, John Driscoll, Councilman

Absent: Greg Adamson, Highway Superintendent

Other Attendees: None

 

 Supervisor called the meeting to order @ 7:39 p.m.

 Supervisor welcomed John Driscoll to the table with his newly elected position as Councilman.

Appointments:

  • ZBA – Steven Willison term expired 12/31/09 – not seeking reappointment- vacancy.
  • Advertise for positions – ZBA/Planning – reviewed draft. ZBA needs 2 regular members and an alternate. Planning Board needs 2 regular members. Motion by Lyon. Seconded by Phelps to go ahead with advertisement. Motion carried unanimously.
  • Planning Board – Reappoint Randy Clymo term 01/01/10 – 12/31/2014 – Motion by Phelps, seconded by Lyon to reappoint. Motion carried unanimously.
  • Chairmanship – Appoint Planning/ZBA- Motion by Phelps, seconded by Carman to appoint Randy Clymo as Chairman to the Planning Board. Motion carried unanimously.
  • Motion by Carman, seconded Lyon to appoint Ronald Merrick as Chairman to the ZBA. Supervisor Merrick abstained from the vote. Motion carried.
  • Remove Roxanne Adamson as Planning Board Alternate do to no attendance and no training hours. Motion by Carman, seconded by Phelps to do so. Motion carried unanimously.
  • Kimberly Burgess, Deputy Town Clerk term 1/1/2010 – 12/31/2011 – Motion by Lyon, seconded by Phelps to appoint both. Motion carried unanimously.
  • Fire Wardens – Kevin Niedermaier/Bob Dantz 1 year terms – Motion by Carman, seconded by Driscoll to do so. Motion carried unanimously.
  • Town Historian – Larry Turner – 1 year term- Motion by Phelps, seconded by Carman to do so. Motion carried unanimously.
  • Geneseo/Groveland Town Youth Board – Ted Saunders – 1year term – Motion by Lyon, seconded by Phelps to do so. Motion carried unanimously.
  • Geneseo Code Enforcement – Ron Maxwell contract – 1 year – no changes in the contract. Motion by Phelps, seconded by Carman to have Supervisor sign the 1-year contract as written. Motion carried unanimously.
  • Livingston/Wyoming Arc – Cleaning of offices – 1 year with no rates changes – Motion by Phelps, seconded by Carman to renew their contract. Motion carried unanimously.

Other Acts by the Board

  • Newspaper – Livingston County News – Motion by Phelps, seconded by Driscoll to list as town official newspaper. Motion carried unanimously.
  • Depository – Five Star Bank & Steuben County Bank – Motion by Carman, seconded by Lyon to list both banks as official depositories. Motion carried unanimously. Phelps asked if to see what is the guaranteed amount with the FDIC with all accounts combined. Town Clerk & Supervisor will look into it.
  • Town Engineer – Clough Harbour Associates, (CHA) – Motion by Lyon, seconded by Driscoll to renew the contract for one year. Motion carried unanimously.
  • Newsletter – Supervisor would like to continue doing, typically one to two mailings per year. Motion by Lyon, seconded by Driscoll to do so. Motion carried unanimously.
  • Mileage Rate – to follow Federal variable rates currently .50/mile as of 1/1/10 – Motion by Phelps, seconded by Carman to follow the Fed’s rate. Motion carried unanimously.
  • NYS Retirement- credited hours- packets handed out and Supervisor indicated every employee needs to fill out the packet. The board will need to follow up in 180 days to decide on credited hours.
  • EOM/GOP manuals – A Chief Executive Officer need to be selected since Kevin Niedermaier was on the list and no longer a Councilman. Supervisor asked board if anyone was interested. Councilman Lyon stated he would serve on it. Town Clerk will provide updated copies at the 1/14/10 meeting.

Part-time Wages:

  • Highway rate – currently $10.00/hr- Motion by Carman, seconded by Lyon to maintain the $10.00 rate. Motion carried unanimously.
  • Planning/Zoning Secretary – currently $10.00/hr – Motion by Lyon, seconded by Phelps to maintain the $10.00 rate. Motion carried unanimously.
  • Board of Assessment Board members - $50/year + $9.00/hr training+ plus mileage. Motion by Phelps, seconded by Lyon to maintain salaries and reimbursements. Motion carried unanimously.
  • Election Inspectors – county sets the rate and charges back to us for the services by voucher.
  • Meeting Dates – Motion by Lyon, seconded by Phelps to approve the annual schedule as presented. Motion carried unanimously. Town Clerk will advertise in Penny saver and LC News.
  • Adopt 2010 salary schedule – Motion by Phelps, seconded by Driscoll to adopt as presented. Motion carried unanimously. See list below.
  • Court Vacation/Holiday schedule – Motion by Phelps, seconded by Lyon to utilize the previous schedule with the addition of Labor Day added to the Holiday schedule and the vacation benefit should state consecutive years. See list below. Motion carried unanimously.

Vacation time: An employee is eligible after the successful completion of one year of service based on the employee’s anniversary date and based on regular working hours, at their regular straight hourly rate. Example: Employees first day of work is 5/1/06 and is successfully employed to 5/1/07 he/she is eligible for 1 week paid vacation.

Holiday pay: Is paid based on regular working hours. For Part-time Employees (anything under 35.0 hours), the town recognizes 6 days to be payable: New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day. For Full-time Employees (anything over 35.0 hours), the town recognizes 10 days to be payable: the 6 listed above for part-time employees plus, Martin Luther King Day, President’s Day, Columbus Day & Veteran’s Day.

Communications:

 

Town Clerk reported that the next Farmland Protection committee meeting is on Thursday 1/21/10 from 7-9 p.m. in the town hall.

 

Councilman Phelps and Lyon stated that they are hoping to get an electronic version of the highway contract to help improve the wording throughout the contract.

 

Motion by Councilman Carman, seconded by Councilman Driscoll to adjourn the meeting. Motion carried unanimously. Meeting adjourned at 8:25 p.m. The next meeting will be the regular monthly meeting to be held on Thursday January 14, 2010 in the town hall.
