The Organizational meeting of the Groveland Town Board was held on Monday January 5, 2009 at the Town Hall.

Present: James C. Merrick, Supervisor; Burt Lyon, Kevin Niedermaier, Bill Carman, Craig Phelps, Councilman

Absent: Greg Adamson, Highway Superintendent

Other Attendees: None

 

 Supervisor called the meeting to order @ 7:30 p.m.

 

Appointments:

  • ZBA – Reappoint David Doty term 01/01/09 – 12/31/2013 Motion by Lyon, seconded by Carmen. Motion carried unanimously.
  • Chairmanship – Planning/ZBA 1 year term – Motion by Lyon, seconded by Niedermaier to reappoint John Driscoll as Planning Chairman, and Steve Willison as ZBA Chairman. Motion carried unanimously.
  • Fire Wardens – Kevin Niedermaier/Bob Dantz 1 year terms – Motion by Lyon, seconded by Phelps to reappoint Kevin and Bob. Kevin Abstained. Motion carried.
  • Town Historian – Larry Turner – 1 year term – Motion by Carman, seconded by Niedermaier to reappoint Larry. Motion carried unanimously.
  • Geneseo/Groveland Town Youth Board – Ted Saunders – 1year term – Motion by Niedermaier, seconded by Phelps to reappoint Ted. Motion carried unanimously.

 

Other Acts by the Board

  • Newspaper – Livingston County News – Motion by Phelps, seconded by Lyon to continue LCNews as the Official Town Newspaper. Motion carried unanimously.
  • Depository – Five Star Bank & Steuben Trust Bank – Motion by Phelps, seconded by Lyon to continue with both banks as the official depositories. Motion carried unanimously.
  • Town Engineer – CHA, Associates – Motion by Carman, seconded by Niedermaier to authorize Supervisor Merrick to sign a contract that bills for use. Motion carried unanimously.
  • Newsletter – Supervisor- Motion by Niedermaier, seconded by Lyon to have the Supervisor continue the newsletter. Motion carried unanimously.
  • Mileage Rate – to follow Federal variable rates – currently .55/mile – Motion by Niedermaier, seconded by Carman to follow the Fed’s rate. Motion carried unanimously.

 

Part-time Wages:

  • Highway rate – currently $9.00/hr – Motion by Phelps, seconded Lyon to hold the rate at $9.00 /hour. Motion carried unanimously.
  • Planning/Zoning secretary – currently $10.00/hr – Motion by Carman, seconded by Phelps to hold the rate at $10.00/hour. Motion carried unanimously.
  • Board of Assessment Board members - $50/year + mileage for training & $9.00/hr for training – Motion by Lyon, seconded by Phelps to maintain the rates. Carried unanimously.
  • Town Board Meeting Dates: Motion by Carman, seconded by Lyon to continue with Thursday’s as the regular meeting date. Motion carried unanimously.
  • Adopt salary schedule – Motion by Phelps, seconded by Carman to adopt as written.

  • Court vacation schedule- Motion by Niedermaier, seconded by Carman to maintain previous schedule. Motion carried unanimously.
  • Vacation time: An employee is eligible after the successful completion of one year of service based on the employee’s anniversary date and pro-rated hours. Example: Employees first day of work is 5/1/06 and is successfully employed to 5/1/07 he/she is eligible for 1 week paid vacation.

Holiday pay: Is paid based on pro-rated hours. For Part-time employees (anything under 35.0 hours), the town recognizes 5 days to be payable: New Years Day, Memorial Day, Independence Day, Thanksgiving Day, and Christmas Day. For Full-time employees (anything over 35.0 hours), the employee is paid 10 days based on pro-rated hours. The 10 days will be determined each year, by the County Personnel Office.

  • Authorize Supervisor to be Fiscal Officer – Motion by Phelps, seconded by Lyon to continue having Supervisor Merrick as the Fiscal Officer. Motion carried unanimously.

Communications:

 

 Supervisor stated that the Compact of Towns is still an ongoing research. There is concern on insuring or dissolving the compact. He will keep everyone informed as he gets it.

 

 Motion by Lyon, seconded by Niedermaier to adjourn the meeting. Motion carried unanimously. Meeting adjourned at 8:10 p.m. The next meeting will be the regular monthly meeting to be held on Thursday January 8, 2009 in the town hall.
