The regular meeting of the Groveland Town Board was held on Thursday January 8, 2009 at the Town Hall.

Present: James C. Merrick, Supervisor; Burt Lyon, Kevin Niedermaier, Bill Carman, Craig Phelps, Councilman; Greg Adamson, Highway Superintendent

Absent: None

Other Attendees: Harold Stewart

Town Clerk handed out monthly clerk report.

 Supervisor handed out the monthly financial report along with the Livingston County Board of Supervisor minutes and the State of the County.

 2009 Livingston County Youth Bureau/Board Teen recognition forms were handed out if anyone had any nominees to send them in before February 13th.

 Supervisor called the meeting to order @ 7:50 p.m.

Motion by Phelps, seconded by Niedermaier the audited bills be paid. General Fund vouchers numbered 1-20 for $6,222.56, Preferred Care voucher number 1 for $4,340.16, Highway Fund vouchers numbered 1-26 for $12,635.58, Motion carried unanimously.

Motion by Phelps, seconded by Lyon to approve the minutes of the yearend meeting held on December 29, 2008 as written. Motion carried.

Motion by Niedermaier, seconded by Lyon to approve the minutes of the organizational meeting held on January 5, 2009 as written. Motion carried.

Motion by Phelps, seconded by Lyon to accept the monthly financial reports submitted. Motion carried unanimously.

 

Old/New Business:

 

HAROLD STEWART ROAD DEDICATION REQUEST – Mr. Stewart presented documents for two roads; East and West Hampton Circle to be turned over to the town. Harold stated that he is expecting 2 more houses to be built next year.

Lyon stated that nothing has changed getting the roads connected. Harold stated the T-s are approved, which Greg agreed with Harold.

Supervisor Merrick asked if the roads are paved up to the lots that are being looked at. Harold replied yes.

Harold added that he has not lowered the price of what he is asking for lots, because he thinks they are worth it.

Supervisor stated the board would consult with the Town Attorney and get back to him.

Board discussion after Harold left: currently 1 house on each road. Motion by Phelps, seconded by Lyon not to accept the road dedication until we see substantial more houses.

Motion carried unanimously.

 

HIGHWAY REPORT – Greg stated that his crew has started tree removal on Barber Hill Road in between weather. On January 21, 2009, Greg is looking to meet the state representative of the Federal surplus. He mentioned that the backhoe he was looking at ended up going to a federal site.

Phelps asked Greg if the DTN is used for all the highway employees. Greg stated yes it is used all the time and likes all the options that come with it. Also, it prevents the employees having access to his office computer. We have used up all the available lines from road runner. Greg said he will consider looking at adding another line.

 

CEMETERY – Greg is getting ideas and has learned of 2 other companies that have serviced the cemetery. He has obtained all the records from Frances and has gone through

them and thinks there are some mapping discrepancies and the Association did not keep copies of deeds in order for us to compare. It was mentioned that the specs must include workers compensation along with liability coverage. Greg will have sealed bid information for the next meeting. Greg suggested meeting with the state cemetery representative in order to get ideas of running the cemetery. All the board members were interested in meeting with them, but understand it is based on the availability of the representative from state.

Greg asked what name will be used. Everyone agreed with “Lake View Cemetery of Groveland.”

Motion by Lyon, seconded by Niedermaier to maintain the cemetery rates from the Association until we get all bids.  Greg is the contact person in case of cemetery calls. Motion carried unanimously.

 

EMPLOYEE HANDBOOK – Kevin asked to move it to the next regular meeting.

 

FIRE DEPARTMENT – Annual contract was presented and some grammar changes were made. Kevin will meet with Fire Chief Willison to go over the changes and present a fresh copy at the next meeting.

 

ANNUAL REPORTS – town board set March 2nd for each department to submit their annual reports to Supervisor Merrick. Supervisor will present them at the regular March meeting.

 

Communications:

 

Lyon stated he was contacted by Justice Love with some ideas to have better directional signs at Church Street and Route 63. Judge Love also requested to have reserve parking signs for administration in the parking lot. The board asked if it is a safety benefit and was it stated on the security audit. Town Clerk stated that it was requested by the court on the audit but the investigator only noted that was an administration choice. Board turned down the request for administration parking.

Burt also suggested better street signs at the East Groveland Road intersection of Abele/Crossett Road. Greg stated the sign on Church Street is in great shape and sizable. He did agree with the request for the intersection at Abele & Crossett. The board agreed with Greg’s recommendation. Greg will get a sign made for the one intersection.

 

Supervisor stated he is in receipt of a letter of complaint from a resident in regards to the Geneseo Transfer Station. He stated since it was addressed to Geneseo, we will let them respond. All agreed.

 

Motion by Phelps, seconded by Lyon to adjourn the meeting. Meeting adjourned at 9:06 p.m. The next regular meeting is on Thursday February 12, 2009 in the town hall.
